Energy waste, 300 million EUR annually

Experts say that the international economy is losing up to 300 million EUR annually by the electricity waste.

“With 10% of efficiency, 700 million  KWh annually, and 90.000 tons of imported oil, which will be consumed less, with 20% of efficiency usage growth up to 1.4 billion KWhour annually and 180.000 tons of oil sub products”, Pajtim Bello declared.

The governments have tried to resolve this stalemate even earlier, with great losses for the economy, but they have failed so far. Experts say that there are two main causes: the first is related with the lack of structures that control the law implementation.

“The urban offices at the Technical Urban Council have no one to inspect the projects from this point of view”, says Architect Artan Shkreli.

The second cause is cost related. The usage of materials that increase the energy efficiency is not seen as lucrative by constructors.

“Some interventions would not result economically interesting without an initiative even with partial subventions, from the point of view of a private investor, because they have a very long repayment term”, declared Arben Bicoku, architect.

Experts say that a solution could be found with government subventions through a special extra-budget fund.

“The energy efficiency fund should be created outside the budget. If it is within the budget, it will not work”, declared Besim Islami, former director of the National Energy Authority.

The government is preparing a new law for energy efficiency, which amends the existing laws. Experts warn that without the respective law implementation structures and without the efficiency fund, the attempts will fail this time. The results of this meeting will plan a recommendation that will be sent to the parliament.
