Electoral reform, SP submits propositions

The Socialist Party has submitted a draft with propositions at the
Electoral Reform Commission in order to unblock the stalemate of the
reform. Their propositions are about the reformation formula of the
Central Election Commission, the electronic ballot count and electronic
identification of voters, including the complaints, three cases that the
Democrats and Socialists were unable to agree upon.

According to the Socialist Members, their propositions in this Commission reflecet the concerns presented by the ODIHR experts and are in full accordance with the best electoral administration codes.

CEC

SP claims that the new formula fulfills the ODIHR recommendations, and they propose that the seventh CEC member, who will be the CEC Chairman, must be elected no later than 10 days after the election of the other six members.

The National Chamber of Lawyers, the Ombudsman, the President of the Supreme Court, the High Council of Justice and at least four organizations of the civil society that have more than 5 years experience in the elections will present to Parliament at least two candidates for this post. The candidacies are submitted to the hearing session of the Parliamentary Commission that covers the legal matters and the public administration.

The Commission proposes the Parliament to vote two candidates who will be elected unanimously and in a collegial way, after consults made with all Parliamentary parties. The CEC Chairman will be the one that receives more than half of the MPs’ votes, after a secret voting.

The Socialists also propose that two of the CEC members to keep their post for three years and with the right to run for another mandate. When the mandate is ended early, they will cast lots for choosing between the three members proposed by the majority and three from the opposition. The CEC Chairman stays on his duty for four years, with the right to be reelected again.

Electronic ballot count

The Socialists propose to establish an integrated electronic system for verifying the identity of the voters.

The technical solution must integrate all necessary elements, including the appliances, the programs, the licenses and respective certifications, in order to guarantee security and simplicity in their usage. The appliance that will be used at the Voting Center works independently from the central unit. Referring to the ODIHR experts, the Socialists have two propositions regarding the electronic ballot count.

CEC will be the one to set the action plan for completing the SEN project in a given number of Zonal Election Commissions, after a normative act from the CEC, which at any case make 10% of the electors in the country. CEC sets the action plan for the SEV in all local units with more than 20.000 electors.

Complaints

The Socialists propose to simplify the complaining process after the elections. With two requests from it members, the CEC is obliged to admit the evidence required by them.

The evidence must be related with the claims that started the administrative review. The request can be presented verbally, in a public session, or in a written form. The request will undergo no CEC discussion or voting. CEC is obliged to take the evidence under consideration as soon as they are requested.
