Linda Rama: Between Family, Work and Albania’s Future The head of the Democratic Parliamentary Group, Astrit Patozi, sent a
letter to his homologue, Gramoz Ruci, announcing that the Democratic
Party assigned Oerd Bylykbashi and Viktor Gumi as the negotiators for
exploring and reviewing with the opposition the modalities for
establishing the Parliamentary Commission of the Electoral Reform.
The letter stated that “one month after the final OSCE ODIHR report for May 8th Local Elections in Albania, this is the best time for starting the efforts for a qualitative electoral reform for preparing the central elections of 2013. We are ready to start meeting without losing time for this important project”.
Last week, The Socialists made the first step for normalizing the relations with the majority by approving the meetings with the government MPs for the electoral reform.
The Socialist leader, Edi Rama, asked the Parliamentary Group to mandate MPs Gjiknuri and Hysi to sit and dialogue with the majority. However, Rama declared that this is the first step, because everything should be made based on a consensual plan and a common schedule that is approved by all political forces, in full transparence with the other parliamentary and non-parliamentary parties.
“Both MPs should organize the opinions from the group, from the Socialist Party basis, from the allies of the United Opposition and the civil society. The bipartisan character of the Parliamentary Commission for the Electoral Reform should not damage the freedom and participation rights of any political or civil factor that is interested for free and honest elections in Albania”, Rama declared.
The Socialist leader declared that the parliamentary group will hand over to the Parliament what he considers the draft of amends, which, according to Rama, would turn the Parliamentary life to normality. Rama added that these changes are not related only to the Parliament regulation, but to the necessity of making an institutional reform for the working procedure of this institution. Despite the cooperative tones, the opposition leader declared that this doesn’t mean that the Socialist Parliamentary group will vote the laws that demand a qualified majority without having a clear program beforehand”.
