Linda Rama: Between Family, Work and Albania’s Future In today’s plenary session, the MPs gave a clear example on how fast can
the legislative processes be when draft-law discussion is closed with a
consensus in the commissions.
The MPs passed the draft-laws for Food Safety, Banking System, Railway Code and Maritime Code, which required qualified majority, and established the Parliamentary Commission for the Electoral Reform. The Maritime Code had one vote against, that of Gramiz Ruci. Ruci voted in favor in principle, but against in the final voting. Ruci explained his vote:
“When the majority and the opposition were just sitting together, signing an agreement and expressing their consensus, the government violated the Constitution at the district of Fier, by occupying the Fier District Council. I want to guarantee the Prime Minister that the opposition will stand to the agreement, but if the majority will not stop these acts, the political climate not only will not improve, but it will deteriorate and the responsibility will be yours”, Ruci declared.
This consensus was greeted by the head of the OSCE presence in Albania, Eugen Wollfarth, during a press release. This is an encouraging beginning, declared Ambassador Wollfarth, who wishes that the discussion process at the Commission of the Electoral Reform will be open and all-inclusive.
The Ambassador of the European Union to Tirana, Ettore Sequi, greeted the consensus reached between the two parties for creating the ad-hoc commission for the Electoral Reform and for passing two laws that needed qualified majority.
“The road towards the EU is characterized by cooperation, and consensus is a road that is based on dialogue”, Sequi declared.
The establishment of the Parliamentary Commission for the Electoral Reform and the voting for the two laws that required qualified majority was also greeted by the EU Commissioner for Enlargement, Stefan Fule.
Fule welcomed the decision that was taken this Monday at the Conference of Chairmen for establishing the Working Group for the Parliamentary Regulation and the schedule for reviewing and passing the laws that require qualified majority.
