Electoral reform

The negotiation of the international community in creating the
Parliamentary Commission that will take care of the electoral reform is
expected to give the first positive effects in the days to come. Damian
Gjiknuri, tasked by SP to  negotiate the electoral issues, explains the
progress reached up to now.

“There is communication among the parties. There is a constant interest from the international community. There is readiness from the Commission of Venice to help the commission, not the political parties. The controversial matters must be canalized at the Commission. There’s a huge interest from the international partners for starting the process as soon as possible. We are trying to address all main points in a document-platform that will summarize the main points, and then we will put the details in the dialogue table”, Gjiknuri declared.

Asked if the Socialist Party is ready to start this process, Gjiknuri replies:

“We are ready to start from tomorrow, if some sensible main problems of the Socialist Party will be addressed to. There are some points that need to be taken in consideration, in order to reach a wide consensus. These problems are not raised only by the Socialist Party, but they also appear in the ODIHR report as problematic. This way, there will be a joint interest and the time to act is critical. The reform must be made now, in order to have guaranty that it will be successful.”

Gjiknuri confirms that the Socialists have their propositions ready for the election system that will be applied in the next elections.

“It is important to apply some kind of correcting element, in order to correct the vote proportional. This system damages the small parties and this was admitted even by Prime Minister Berisha. This matter will be discussed on the dialogue table and we hope that will be able to find a consensus for the electoral system”.
