Draft for agricultural property

The amends that the governments proposed for a law of 1995 for giving
properties without compensation to agricultural families and individuals
that are using it, has brought to attention the complicity of the
property issue and the difficulty for resolving it.

The Republican leader, Fatmir Mediu, who has interest for his own amends, for having more free land for physical compensation of the former owners, declared that the proposed changes should treat equally the problem of lands that have been occupied illegally, even for the fund of 17.300 ha that is at the documentation of the Property Return and Compensation agency.

“No land has been returned today, because these lands are not free, they are occupied. If we do not avoid the abuse, we cannot return any land to the legal owners. This law should focus on excluding every individual that has obtained the property illegally. Most of the lands have been occupied illegally”, declared the Republican leader, Fatmir Mediu.

The Socialist Party asked an explanation for the clarification of two moments that leave room to misinterpretation. This way we can close all absues”, declared the Socialist MP, Shega Ligori.

“The families should obtain the land that they are currently using. Those who are not using it, because the territory has been changed, there’s nothing to take. We are in the conditions of a relative right, to make the best thing possible, which is most possible to be realized. We cannot return to 1995 with a territory that is not an agricultural land anymore”, declared Irfan Tarelli from the Ministry of Agriculture.

According to the Commission of Laws, this view of the Ministry of Agriculture conflicfts with the law of 1995, which foresees the agricultural land to be given without compensation to all agricultural families or individuals that are using it.

For finding a common stance and a final solution, the chairman of the Commission of Laws, Ilir Rusmali, made an interesting proposal that found the agreement of the Socialist Party and the Republicans. He asked the Ministry of Agriculture to come this Wednesday with one single stance, if they accept to resign from the amends and annexes of law 95, and bring a new special law that can be considered as final closure of this process and of the criteria for giving property without compensation as part of this special law.
