DP: The “Pyramid” to be demolished

The Albanian ruling party is determined to build the new Parliamentary
Complex, within the deadline and at any cost, there where today stands
the International Culture Center “Pjetër Arbnori”.

The Parliamentary Commission reviewed the draft-law that sets the rules and the procedures for the construction of the new Parliamentary Complex. This is the second phase, after the first one, which selected the winning project in an international competition. The implementation of this project through all the phases will be trusted to the winning studio.

The request for the building permission will be filed at the Regulatory Council of the Territory of the Republic, avoiding the Council of the Tirana Municipality Territory Regulation Office. But according to Democratic MP Enkelejd Alibeaj, this is supported by the Urban Law, the law of Territorial Planning, approved by the Parliament and that will enter in act on September 2011, and it is also based on e decision of the Constitutional Court.

The Parliament Members were asked about the cost of this construction in one of the most expensive areas in Tirana. But the Chairman of the Commission, Ilir Rusmaili and Parliament Member Alibeaj clarified that the cost is not the object of this draft-law, but it belongs to the third phase of the implementation. However, the Parliament will not pay any tax for the construction permission and the construction site, the requests for which will be presented in a single administrative procession.

“In personal terms I can say that there is no price that should stop us for building the new Parliamentary Complex”, declared Alibeaj.

Another question had to do with the deadlines.

“I guarantee you and everyone else, that the will of the Albanian Parliament for building a new Parliamentary Complex will be more than achievable”, Alibeaj declared.

The Commission decided without the votes of the opposition, which was absent in this meeting, and will present the draft-law to the plenary session.

The Majority in the Commission of Laws approved the draft-law that is connected with the construction of the new Parliament. Without giving any explanation on the cost and by avoiding the Council of the Tirana Municipality Territory Regulation Office, the law provides the demolition of the Cultural Center “Pjetër Arbnori” and the construction of the new Parliament.
