The Parliamentary Group of the Democratic Party has today asked the special anti-corruption prosecution SPAK to start investigations into the former director of the Durrës Port Authority, Pirro Vëngu, just chosen by the prime minister as the new Minister of Defense.
The report according to the PD Group is related to a tender procedure carried out in July 2024 by the Durrës Port Authority, which has signed a consultancy contract with the Dutch company Royal Haskoning DHV, worth 12 million euros, for the supervision of works for the construction of the port of newly integrated Durrës port with Porto-Romano.
“This contract was concluded through direct negotiation between the director of the Durrës Port Authority, Pirro Vëngu, and representatives of the private company Royal Haskoning DHV, without being subjected to the public procurement procedures. The former director of the Durrës Port Authority, Pirro Vëngu, is found to have avoided all public procurement rules, by directly selecting the winning company, openly harming the public interest and severely damaging the State Budget, with the aim of the economic benefit of the private entity”, the DP Group emphasizes.
According to the letter, Pirro Vëngu, former director of the Durrës Port Authority, and currently the Minister of Defense, is suspected of having committed the criminal offenses of “Abuse of duty” and “Violation of the equality of participants in public tenders or auctions”, provided by articles 248 and 258 of the Criminal Code.
