DP keeps seats in 4 districts

Both political parties have launched several accusations against each other during their discussion for the number of parliamentary seats to represent each district, but it seems that the truth hides behind the vote calculations.

The analysis of the elections in 2009 is the background of the situation. Although there was a clear electoral law for the distribution of Parliamentary seats based on population, there were three different variants for the elections of June 23rd.

The first variant: The first proposal of the Central Election Commission was to remove one Parliamentary seat from Berat and Korce districts, and add another one in Tirana and Durres. But the opposition objected removing one seat from Berat, saying that Kukes was the only District that deserved one less seat, since their population had grown only in the last two months.

The opposition considered this a manoeuvre to add one seat from the northern district, known as a stronghold of the Democratic Party, where they took three MPs in 2009 and the opposition only one. Removing one Parliamentary seat from Kukes would leave the DP with only two.

The number of votes in Kukës in 2009: Majority 28.425 votes, 3 seats; Opposition 13.692 votes, 1 seat

The second variant: Kukes and Korce have one less seat, and two mandates go to Tirana and Durres. According to the Interior Ministry, this should be the change, due to population movements.

This was supported by the opposition, but they opposed the sudden population increase in Kukes. With this variant, the Democratic Party would lose one MP in Kukes, their stronghold, but they would keep the Berat mandate, where in 2009 they took 3 seats, the SP 4 seats and the Socialist Movement for Integration 1 seat.

In 2009, the Berat District gave 27.058 votes to the DP, with three seats; 9259 votes to the SMI, with 1 seat, and 44.564 seats to the SP, with 4 seats.

The third variant: The most unpredictable variant was the third one, voted by the Parliament and that left in effect the configuration of 2009. According to this configuration, Korce will have no mandates removed, although their population has decreased. The same goes for Berat. In both districts, DP will still keep one seat.

Votings in Korçë, 2009: DP 62.737 votes, 6 seats; PS 63.887 votes, 6 seats.

In theory, the Democrats don’t benefit only this. By not changing the mandates, no new seat is profited in Tirana and Durres.

In Tirana, DP received 16 seats, from 177.869 votes, while the SP 15 seats, from 173.515 vots. In total, the Socialists lost more votes, and the additional mandate here could go to them.

Even in Durres, where the plan was to add another mandate, the Socialist Party loses more votes, and the seat of this district could go to their favour.

Voting in Tirana, 2009: DP 177.869 votes – 16 seats; SP 173.515 votes – 15 seats.
Voting in Durrës, 2009: DP 68.518 votes – 7 seats; SP 52.038 votes – 5 seats

These analyses are based on the votes of 2009, and after four years are just hypothetical calculations. What is certain today is the fact that only a candidate in Durres or Tirana needs thousands of votes more than a candidate in Korce, Berat or Kukes, making the distribution unequal.
