energy crisis puts the budget in a very bad danger for the next year.
“If the government representative comes and says that there is a huge gap, but we don’t know how will fill it, this budget is unsafe to say the least”, declared the Socialist MP, Arben Malaj.
“Power cuts have started in Tirana and almost in every district. This is the problem that I have. Everything is precipitating due to the bad situation of our country”, declared Erjon Brace.
“Power cuts belong to the past and it is very important for the business and citizens to guarantee regular power supply”, declared the Democratic Party MP, Edmond Spaho.
The difficult public finance situation has shrunk the government expenses for priority sectors.
“This budget has reached the lowest point. If it has reached at 28.4%, when the support for the Ministry of Education is 2.7%, for the Health Ministry is 2.1%, for the Agriculture Ministry is 0.44%, and if the debt cost has increased with a growing trend of a public debt, what should we expect next”, declared the Socialist MP, Arben Malaj.
“The funds for agriculture, subventions and an increase of the agricultural production will be over 1 billion ALL. Education will increase at 3.04% of the GDP and if we will see the expenses set by the private sector in education, we have more than 3%”, Spaho declared.
There were strong debates for the funds of municipalities and communes, most of which are in a financial crisis and don’t pay wages for months.
The government says that the blame for the financial crisis of the local units is up to the communes and municipalities.
“Local units have taken more obligations than their respective plans in revenues, and this means that we are violating the financial management law”, declared Dorian Teliti, General Secretary at the Ministry of Finances.
The Budget 2013 foresees 409 billion ALL of expenses of 28.4% of the GDP.
