Diplomatic campaign against CEZ

The government has sent an urgent announcement to all diplomatic sees of
Albania throughout the world, through which they dictate the position
of the Albanian government regarding the conflict with CEZ.

Channel has secured the document written by the Ministry of Economy, which is asking the Albanian embassies to submit it to the respective authorities in the countries they reside.

The document also has an informing timeline for the CEZ performance after the privatization. The Ministry of Economy underlines in the first pages how CEZ failed to keep the agreement conditions.

According to the Albanian ministry, these failures are summarized in five main points that start with investments. The government says that CEZ should have invested 135 million EUR, but they realized only 40 million, or 40%.

The second point is related with the losses. The government says that the losses should have been 23.3% by 2012, but in reality they were 47.2%. Only this difference has caused a damage of 125 million EUR, according to the Ministry.

The same position is held about the encashment, with CEZ realizing only 58%, while they should have collected at least 84%. The fourth claim is related with the debts that the company owes to other public institutions. According to the government, CEZ owes 290 million EUR to the Albanian Energy Corporation and the Transmission System Operator, without counting the interests and fines for the overdrafts.

According to the government, CEZ has never paid the necessary attention to the selection of right managers in Albania, appointing people with no experience. In October 2012, according to this document, CEZ trusted the management of its branches in Albania to the group “Schindler”, which had no experience on this area. According to the government, this proves that CEZ was already planning to leave Albania.

The Ministry concludes the document by asking the ambassadors to inform the European chancelleries that the Albanian government has all the evidence which prove that the failure of CEZ was caused by a bad management, the lack of investments, the lack of support by the mother group in Prague and the fact that CEZ has abandoned its project in Albania due to the changed strategies in Prague.

The document that the Albanian government sends to the diplomatic sees in Europe and wider comes in a time when both parties will face each other in court, and through this unified position, the government tries to receive support from powerful countries for its conflict with CEZ, which might cost a lot of money to the Albanian state.
