One day after the two co-creators of the new media law reported that the
starting of the digital network licensing procedure was illega, the
chairwoman of the Audiovisual Media Authority (AMA), Endira Bushati,
reacted today in a press release.
She said that they approved a regulation that according to her requires simple majority, but on the other hand she announced the opening of the digital network licensing process, although AMA is currently composed of only four members.
“The regulation based on article 13 of the new law is approved by simple majority, of four members. The licensing decision should be taken around October 2013, according to the deadlines, and it will be approved by a majority of five members. I want to underline that this regulation and the invitation for presenting the appliances are acts that are approved by simple majority. On April 3rd 2013, AMA, then called National Council of Radio and Television (NCRT), notified the Parliament and the Education Commission on the situation of the vacant places in this institution. But I have to inform you that unfortunately, this decision did not start the procedures foreseen by the law and did not fill the vacancies”, Bushati declared.
