The Special Commission for the territorial reform decided for the
variants with 39 and 47 local units. With this decision, the Socialist
MP, Bashkim Fino, says that this phase of the work is complete.
The division of the country in 39 municipalities was the most voted variant in the special parliamentary commission, but it will be changed with elements from the third variant, which divided the country in 47 municipalities. There is the division of Kamza from Tirana, and the division of Himara from Vlora.
“The municipalities will have difficulties making a real management if based on the variant with 39 local units. I support this variant, but we need to have the chance to eliminate the new supermunicipality of the local government”, declared the Socialist MP, Blendi Klosi.
The approving of this variant was based on the fact that it preserves the past divisions more than any other variant.
MP Fino explained that the existing communes will be the same, and that’s where the most important services for the community will be. A Mayor that has many communes under his watch, will have his delegates in each of them.
This phase of the reform had also regrets, since the reform doesn’t include the districts, because this requires a constitutional amend and the opposition’s cooperation.
“It would be good to have a reform with a deeper variant, and give an opportunity ot the opposition to be part of a historic decision”, Klosi declared.
The variant approved by the commission will be discussed with citizens for two months and by the end of July it will be voted as a draft-law in Parliament.
