Linda Rama: Between Family, Work and Albania’s Future The law amends for the Personal Income Declaration returned in Parliament the harsh debates about the Flat Tax.
Arben Ahmetaj from the Socialist Party illustrated the poverty effects that the flat tax causes to most of the citizens.
“A nurse is obliged to pay 300.000 ALL annually for the flat tax. But Berisha takes 300.000 ALL from this citizen in the first year, and it reaches 5 million ALL in 10 years”, declared the Socialist MP, Arben Ahmetaj.
The Minister of Finances, Ridvan Bode, declared “A nurse that received a 15.000 ALL wage when the Socialists were in power, in 2010 receives 34.000 in average. You want this nurse to pay 2000 ALL of taxes, when the wage has increased with 17.000 ALL”, Bode declared.
The Socialist Party thinks that the flat tax is a social injustice that favors the rich and powerful people by damaging the poor.
“Sali Berisha, and all MPs here in the room, should pay 14.000 ALL more in taxes, because we are paid more than the common people. 4 nurses pay in 10 years 20 million ALL, but the Ministers, the MPs and the Prime Ministers are spared from paying this money”, Ahmetaj declared.
Bode says that the government makes its social policies not with the taxes, but through expenses.
“Until 2005, you used to make redistribution through the budget for the exposed categories with only 53 billion ALL . Do you know that the budget of this year redistributed 142 billion ALL? Do you know that we have 10.3% of the GDP in the budget, and you had only 6.7”, Bode declared.
The Socialist MP, Mimi Kodheli, underlined that when the SP will come to power, the fiscal system will change radically, going from a regressive consumption taxation and income proportional taxation, to a progressive taxation for everyone. This will make rich people pay more taxes than the poor.
The new amends for the Income Tax Law oblige the individuals who profit more than 2 million ALL to declare their incomes at the Tax Office.
