Debates for school directors

The new law provides that the school directors should be elected by a council that is created and acts on base of normative acts released by the Ministry of Education.

Teachers and the civil society think that this practice brings nothing new, but leaves the nomination policy to the Ministry again.

Istref Haxhillari, Education Syndication, Pogradec:

The new method for hiring teachers through a school board removes the subjectivisms and political influences, which have brought many damages. The proposition will be made to a board that will have teachers, parents, students, local representatives and the teachers will be hired based on this. I think that by removing  the rights to a single person to maneuver and make mistakes, the collegial decision leaves less space for subjectivism.

Enriketa Zeqo: Education Syndication, Berat: I think that the same commission should act for directors and teachers, and also for removing them from their duty. This would leave no space to subjectivism, because the law doesn’t determine that a teacher can be removed from the same commission, but only by the director.

Pertef Çela, Education Syndication, Vlore: We must make improvements, before passing it in Parliament. I think that the criteria should be made by a well formed board. This would be good fro the education, which is related with the future of the country and doesn’t belong to any government that stays for four or eight eyars. The same goes for the school director that can be nominated by the Education Directory, often a political decision, which hasn’t found the support of the teachers he leads.

The draft law has had consultations from the civil society and the Civil Alternative Movement has started a tour of meetings with the community of teachers throughout the districts for receiving their opinion.

The Education Directory leader and school directors should be chosen by the school board and the community, with the only goal to not allow politics to intervene and for not allowing teachers to be fired by partial convictions, each time the governments are changed.
