Daycare without heating system

Some kindergartens and daycare centers in the Albanian capital lack of
the heating system, which makes it difficult for the children to stay in
these premises.
The temperatures have fallen under zero, and some of the parents have preferred to take their children home after lunch time.
But even buildings that do have heating systems, it cannot stay on for more than four hours, which obliges the teachers to use air conditioners or other heating appliances.
In kindergartens where there is no heating system, the teachers do not allow cameras in.
The situation seems difficult even in some schools that don’t even have all windows.
The fuel that the Tirana Municipality gives to the kindergartens, schools and daycare centers with heating systems is sufficient only to keep them on for no more than three or four hours a day.
