Dalipi: Berisha addresses declaration to clients

The Socialist MP, Alfred Dalipi, considered the Prime Minister’s
declaration about creating a common TV space between Kosovo and Albania
as corruptive and in full violation with the rules and agreements signed
in Geneva.

The Prime Minister underlined in the government meeting that the main goal is unifying that licence market for the broadcast in Kosovo and Albania, while the frequencies are not defined by governments, but by an international institution such as “International Telecommunication Union” and the international conventions.

“I reiterate that the declaration is only for corruptive consumption, because when the market is open, the legal possibilities are sufficient, the commercial spaces are considerable and any Kosovo operator can register under the current Albanian law without any obstacle in the market. What does not exist is that the frequencies are divided, not by Albania and the government will, but by the International Telecommunication Union, based on the agreements taken by the parties with the moderator and manager of national frequencies through the globe, which is Geneva. The creation of a unique RTV space is simply impossible”, Dalipi declared.

Dalipi added that this declaration is not nationalist, but is related with the government’s clients and has not been demanded by Kosovo operators, who have access in the Albanian market and respect the law.

“These could be new requests for clients, in order to create the necessary opportunities to give any technical capacity with law approval. I think that the Prime Minister’s problem is creating a chance to allow someone to broadcast for free, because no new operator would think to undertake a business without financial costs. Everyone wants to enter the market by facing competition, not hiding from it. Every declaration of the Prime Minister has a corruptive background and at least three declarations analyzed from him try to hide the chances of facing a regular competition”, Dalipi declared.

“The new law for the RTV broadcast that is being reviewed at the Media Commission defines clear rules and has room for all operators in Albania and Kosovo. This declaration coming from the Prime Minister is against the law”, Dalipi added.

“The borders between Kosovo and Albania can be removed only by implementing the new law and with the operators entering in common Albanian platforms in the territory of Kosovo and Albania”, Dalipi declared.

On January 16th there will be a meeting headed by the Minister of Integration, Majlinda Bregu, and the EU Ambassador, Ettore Sequi, in presence of the EU and Albanian experts who will discuss the new RTV law.
