Creation of cooperatives

The opposition criticized that the law was incomplete in this direction.

“This draft-law lacks in its core of community policies for agricultural cooperation, which are the incentives. What gives the government for stimulating agricultural cooperation between farmers? The European farmers join in agricultural cooperation societies, because the European Union stimulates them with loans, subventions and policies that guarantee production and a market. But why shouldn’t the Albanian farmer join an agricultural cooperation society? This is the question that doesn’t receive an answer with this draft-law. Even when they work alone, even when they work with others, in an agricultural society, they are helped with fuel, fertilizers and agricultural input which will be bought with the same price”, declared the Socialist MP, Taulant Balla.

The Minister of Agriculture, Genc Ruli, presented figures that prove, according to him, that these union of farmers do exist, but in absence of the Agricultural Cooperation Law, they have been established as non profit organizations or by finding another form, due to an inconvenient law. According to Ruli, this law, as in many EU countries, doesn’t have the purpose to stimulate fiscal farmers, but only the creation of legal modalities in function of a cooperative of European standards.

“They give only the legal statute with special laws, mainly fiscal laws that treat the entire element of fiscal initiative. Exactly now that our schemes, before this law is passed, have always given a bonus for subventions if farmers come united. If they want to buy a tractor, a single farmer would take loans from our schemes with a specific number of points that is needed. Such schemes could be better than the fiscal normative facilities that are given for all subjects, the ones that are in market or not, and in many cases these schemes have failed”, Ruli declared.
