The Court of Tirana announced the explanatory arguments for the verdict
taken about the January 21st case in which they found not guilty Ndrea
Prendi, the former National Guard Commander, and Officer Agim Llupo.

Prendi and Llupo were accused of murder in qualified circumstances that put in danger the life of several persons, as foreseen by Article 79.Ë of the Penal Code.

Same as when the verdict was announced six days ago, the explanatory arguments say that there is no convincing evidence to prove the “intentional murder” charge committed in qualifying circumstances against two or more persons”, a penal act foreseen by paragraph DH at the Penal Code.

The announcement of the full decision opens way to the Prosecution to challenge the case at the appeal.

Wollfarth: Rule of law in doubt

The OSCE Ambassador in Tirana, Eugen Wollfarth, joins the other diplomats who see the January 21st verdict as controversial.

Speaking for the first time about this matter, Wollfarth underlined that people have been killed on the streets and impunity creates doubts about justice.

“The Court decided based on the law, but my feelings go to the victims’ families. Based on the rule of law, I would also say that impunity, when there are dead people on the streets, puts the justice system into question”, Wollfarth declared.

The OSCE leader launched this comment after meeting the Central Election Commission, in which he was interested about the new technology that will be used in Tirana and Fier.
