Albania does not seem to be showing any effectiveness in using the funds received from the European Union in order to build the Tirana-Durres railway, with a branch at Rinas airport.
The European Union grant specifically for this railway was in the amount of 35.4 million euros.
To restore the Tirana-Durrës line with the Rinas branch, over 90 million euros are needed according to the government’s project, of which 44%, or 35.4 million euros, have been allocated by the EBRD while the rest are loans that will be paid by the Albanian government.
In the first phase of the tender, 6 companies participated. Top Channel has seen an e-mail correspondence from officials of the Ministry of Infrastructure stating:
“Referring to the Evaluation Report performed by the Consultant but also after the verification of the technical documentation, it is ascertained that by all bidders there are shortcomings in the documentation or in its content.”
EBRD representatives have said they do not agree with the conclusions of Albanian officials.
