The Legislation Council gathered to discuss the initiative of the
Socialist Party for some Constitutional. This meeting has broken every
record for the duration of a meeting that is supposed to discuss an
important matter.
When everyone was waiting for an even formal discussion from both parties about the Socialist Party propositions, the majority and the opposition stood inside the meeting for only 2 minutes and 40 seconds.
It was enough for the Parliament Speaker, Jozefina Topalli, to announce that the parties had agreed to appoint the two representatives of both parties in the Commission. For the democrats will be Paulina Hoti, while for the Socialists will be Pandeli Majko.
They have also agreed to hold the first hearing session this Friday with well-known constitutionalists and representatives of Constitutional Institutions.
The opposition has proposed, among other things, the appointment of the General Prosecutor with a qualified majority, 35th of the Parliament’s votes. The same propositions the Socialist made for the appointment of the Supreme and Constitutional courts, and of all members of these courts, by arguing that this way the justice system benefits more independence from the politics.
The Democratic Party considered these propositions as a desire to establish the Constitution of the minority, and declared that they would vote against.
The time that will take to discuss the opposition’s package will determine the passing in Parliament of the consensual draft-law for limiting immunity, after the Socialist Party declared that they would vote this draft-law right after ending the public discussion of their propositions.
This stance was the reason why PM Berisha asked the Legislation Council meeting to be held earlier, so that the immunity lifting law and the law for the Supreme Court, both part of the 12 key criteria for receiving the status, can pass within September.
