Commission gathered for electoral reform

But the first day gave zero results, since the parties were unable to agree if the experts should have a commission decision for bringing the amends of the three unsolved issues.

“I refused to continue. I have a Commission draft-decision for authorizing the expert group, but it was rejected by the Socialist co-chairman of the commission, and the meeting was abandoned for not allowing the Commission to authorize the experts and explore the ODIHR recommendations, to reflect on the Electoral Code, so that there will be no problem in the usage of energy”, declared the DP expert for the electoral reform.

But the Socialist expert declared that Mr. Gjiknuri did not abandon the meeting, adding that never in the history of the Commission has there been a written decision that tells the experts what to do.

Another problem is about what ODIHR recommendation about the technology usage in elections will be reflected in the amends. The Socialist Party asked the Commission to work only with the written recommendations, regarding the identification of the electors, while as for the verbal recommendations, for the pilot areas of the electronic ballot count, they will have to wait for a written recommendation. The Democratic Party says that this is a pretext for blocking the work.

“We cannot amend the law by using a recommendation that has been given orally, an opinion, because it wouldn’t be complete. Maybe the OSCE experts will come Monday and probably we will have them by Wednesday”, declared the Socialist expert.

“This is an effort for blocking the commission, while we all know that the ODIHR has been very clear and their recommendations are valid for every electronic element of the reform”, Bylykbashi declared.

It seems that the majority doesn’t trustto the opposition’s will for completing the reform within July 12th, although the opposition declared that their propositions will be ready in a few days.
