CoE Rapporteurs for January 21st

The Council of Europe sent a fact-collecting team in Albania for the
political situation in the country. Rapporteurs Tomas Jirsa and Grigore
Petrenco held a meeting with the opposition leader, Edi Rama.

The Socialist Headquarters states that Mr. Rama declared that the opposition offered consensus and showed maximal will for passing the qualified majority laws, and a full commitment for making the best so that the electoral reform can end soon.

Rama also mentioned the serious problems of the country, such as the lack of law implementation, corruption, problems with the justice system, establishment of the impunity culture and the election of a President that stands above the parties through a reliable and constitutional process.

Rama expressed his concern for the biased reporting of the Public Television and the lack of will from the majority for passing the law for the media, which is planned with international assistance.

The rapporteurs met for more than 60 minutes the Chairman of the Central Election Commission, Arben Ristani, but they refused to comment their discussion after the meeting.

At the Parliament they met the Commission of Laws Chairman, Ilir Rusmali, and members of the Albanian delegation at the Parliamentary Assembly at the Council of Europe.

They also met with the representative of the Parliamentary Reform Commission and the two co-Chairmen of the Electoral Reform Commission.

The Cuncil of Europe rapporteurs also discussed the January 21st case in a meeting with the Parliamentary Investigation Commission.

The facts collected by the rapporteurs will be presented at the next Council of Europe meeting.
