CoE decides to postpone property issue with 1 year

The Committee of Ministers at the Council of Europe asked the Strasbourg
Court to give one year time to the Albanian government to resolve the
property issue by not accepting the files that will be submitted during
this period.

The decision was taken by request of the Albanian government, which demanded time for regulating the property issue in Albania, an issue that has been going on for 23 years. However, this is a political decision and as such it must be adopted by the Court of Human Rights in Strasbourg before entering in effect.

The Albanian Prime Minister, Edi Rama, welcomed the decision and considered it “a salvation from the irresponsibility inherited by the previous government”.

The Albanian Deputy Minister of Justice, Idlir Peci, declared that the request of the Albanian government was made together with a concrete plan to compensate the owners.

“We have requested to postpone the deadline so that we can have enough time to make the necessary reforms. The decision of the Committee of Ministers of the Council of Europe is political, and a clear message for the support that the Committee is giving to the Albanian government. This is good news, because it not only values the work done so far by the government, which has done in six months for the property issue more than in the past 23 years, but it is also good news for those citizens who have been knocking on Courts’ doors for 23 years and looking for justice. If this political decision of the Committee will be adopted by the court, they might see the green light for the final solution of the property problem”, Peci declared.

The Minister added that the government has presented a realistic plan to the Court of Strasbourg, and that is why the Committee decided that the European Court of Human Rights is deciding to support the Albanian government and its plan.
