Cleaning tax attached to water bill

Pensioners, disabled people and those who receive social support payment
are obliged to pay the water bill together with the cleaning fee,
although it is not legally included in these obligations.
“I don’t have to paid, with my husband being an invalid, and the law is very clear about this”, a pensioner declared.
“The cleaning tax should be removed, or we should have a lower payment, because we have low pensions”, declared a pensioner.
Before January, this category paid only 200 ALL as cleaning fee, while now it is 4200 for everyone. The persons belonging to these categories addressed to the Municipal Units, where they now have to fill other folders, with necessary documents to be sent to the Aqueduct, as declared by Bekim Murati, vice chairman of the Municipal Unit 5.
According to the Aqueduct director, Sahit Dollapi, this fee was established after an agreement with the Tirana Municipality, and that they are waiting for the list of people who benefit lower payments, sot that they will not include the water bill with the cleaning one.
As for January, some families have paid it and according to Dollapi, the Tirana Municipality must return the money, being the one that has collected it.
