In order to encourage as soon as possible this activity displacement,Tirana’s City Hall has proposed the City Council the approval of apermanent tax on entities that operate in the city center.Under the proposal, the tax would be applied to any room where theorganizer conducts the activity, according to the regional division ofthe city map. So for casinos and electronic casinos, the tax rateuntil March 31, 2013 is: for the A zone subjects, 1000 lekë/m2; forthe B zone B subjects, 700 lekë/m2; for the C zone subjects, 500lekë/m2 .
For those who move their shops in the suburb until December 31, willbe 100 % refunded for this tax payment.While those moving until March 31, 2013, will be refunded at 50 percent.
For other games of chance such as betting, national lottery or bingo,tax rate is 5000 lekë/ month. After approval by the City Council, thedecision shall enter into force on 1 October, 2012.
20 licensed electronic casinos currently operate in Tirana Tirana’sMunicipality, with 81 rooms with computers and electronic machines and7 licensed subjects for sports betting, with 801 sales points and 10bingos. Municipality’s decision to relocate these entities on theperiphery is due to the increasing number of underage gamblers, thesocial consequences that follow this activity, as quarrels in thefamily as well as increasing the level of criminality.
