Ceremony unites Topi, Topalli and Berisha

The 20th anniversary of the foundation of the Constitutional Court has
found the most important court in the country, created for guaranteeing
Albania’s Constitution, not only incomplete in its structure, but also
with a candidate for President among their members.

The 20th anniversary ceremony was a good occasion for meetings that were happening for a long time, such as between President Bamir Topi, the Prime Minister Sali Berisha and the Parliament Speaker Jozefina Topalli. They have had some conflicts recently about the vacant posts at the Constitutional Court, a problem that was raised by the President of the Constitutional Court, Bashkim Dedja.

“The progress-report of the European Commission for 2011 underlines that the Parliament has not progressed with the appointment of the Constitutional Court member, which is a key element in the 12 European Commission recommendations for Albania’s EU candidate status application. According to this commission, this process remains concerning for the delays and the politicization risks”, Dedja declared.

But on this 20th anniversary, the Constitutional Court Chairman, Bashkim Dedja, did not leave without mentioning as unique the decisions that have been approved, such as the rejection of the Maritime Border Agreement and the Lustration Law.

The three main state leaders, President Bamir Topi, Speaker Jozefina Topalli and Prime Minister Sali Berisha, who represent three separate powers in the country, gave their messages on the 20th anniversary of the Constitutional Court, which has rejected different decisions from the governing majorities, including dozens of actual laws from the majority.

“The Constitutional Court decisions cannot be confirm to all convictions in our society, but the society and the state have the obligation to respect the institutions that have the authority given by the Constitution for its final interpretation”, Topi declared.

“These decisions have helped increasing the quality of laws and the Parliamentary Control, as a basic element for the Parliamentary performance”, Topalli declared.

“I want to congratulate you for the precious contribution that you have given in fulfilling the vacuums in the Albanian Constitution. I wish that your hope will grow and I am convinced that this can be realized, but by keeping the critical sense for your activity”, Berisha declared.

This 20th anniversary could not leave in the shadows the Constitutional Court member, Xhezair Zaganjori, proposed by the majority as candidate for President.

Zaganjori preferred to not comment the Presidential developments before the third round, saying that he would dedicate this night only to the 20th anniversary of the Constitutional Court.
