Linda Rama: Between Family, Work and Albania’s Future Led by the new President, Bujar Nishani, the High Council of Justice elected Elvis Cefa as the new Vice Chairman of the HCJ.
Cefa is the newest HCJ member, coming from the majority ranks and will be the second person in charge at the HCJ, after the discharge of his predecessor, Kreshnik Spahiu.
His candidacy was proposed by President Nishani and received the support of the other members. Former President Bamir Topi proposed Ilir Mustafaj, but met the rejection of the Justice Minister, Eduard Halimi, and some other HCJ members. Cefa was voted this time unanimously, even by those who were against him at first.
Cefa graduated from a law school in 1996 and has been the General Director of the Agency for Property Return and Compensation. He was earlier elected by the majority as a HCJ member. President Nishani declared that the spirit of the HCJ and his support will be in favor of the honest judges and against the corrupted ones, in order to have a transparent and reliable judiciary.
Cefa declared that his work will be in service of the objectives that the President presented, and thanked him for the trust in this important duty.
Referring to the Court of Serious Crimes, the President underlined that they will ask for a pay rise.
“It will value the contribution of our judges, and will be a kind of investment on their integrity. I will have intensive communications with the Albanian Government and Parliament, for realizing a higher wage level for the First Degree and Appeals Court”, Nishani declared.
The HCJ also announced the vacant jobs at the Tirana Court, including the President of the Court, after Artan Zeneli was appointed at the Supreme Court. Until a new Court President will be chosen, the members unanimously voted Fatri Islamaj to lead the Court.
