Brace: National Lottery scandal

The opposition has reported other facts for the notorious tender of the
National Lottery, which makes the government’s position even worse. MP
Erjon Brace says that through this tender, the government is passing
seven monopolies to the preset company.

“The license is only one, a clear monopoly, but this license allows them to organize seven national gambling games, which are unique and cannot be realized by anyone else. The favors keep adding to the list, when it says that the games can be organized by selling retail bills through an online network or through the cell phone service”, Brace declared.

The National lottery is the only the will have the privilege to make media advertisements, because it will be forbidden for the others.

“The law doesn’t allow anyone else besides the National Lottery to make publicity, so that they can create this monopoly with seven games”, Brace declared.

According to Brace, another favor that the government has given to the winning company is related with the licensing fee, which will be only 300 million ALL, although there are seven games involved.

“The fee for a casino in Tirana is 1 billion ALL, but for the National Lottery they have set a fixed price of 300 million ALL”, Brace declared.

The most suspicious part of the tender, according to the Socialist MP, is the one that excludes the price from the evaluation criteria. The government claims that they have consulted experts for this, but Brace rejects this argument by referring to the official documents.

“The Council of Ministers’ decision of January 11th has set the criteria of teh tender evaluation. On this same decision, the government authorizes the Ministry of Finances to find the adviser. How did the adviser set the criteria, when he wasn’t chosen yet”, Brace declared.

The opposition considered the National Lottery tender as a clear criminal act through which the government is robbing the public’s right for giving it to their clients.
