Brace: Berisha destroyed “Partizani”

The Socialist MP, Erjon Brace, accused Prime Minister Berisha as the initiator of the destruction of the Partizani Club, one of the oldest in the history of the Albanian sport.

Minister of Sports, Aldo Bumçi: Article 31 speaks about privatization and concessions in sport. In 2005, 3 weeks after you lost the elections. Mr. Anastas Angjeli set in motion the privatization of the Partizani Club assets. But who was privatizing it? The Club manager who had no relation with the former owners! On 08 June 2006, the Regulatory Council of the Tirana Municipality changed its destination from a sportive area to an urban area. In December 2007, Edi Rama approved the permit for the construction site.

Erjon Brace, Socialist MP: Mr.Minister, you lied. From 21 April 2005, Sali Berisha, as Prime Minister, has changed this law twice with a strong intervention at only one article, Article 31.I am referring to the concrete case, the sportive club “Partizani” for which the government made a project and the Parliament turned it to law. The first group of 15 former owners, was represented by Mr. Jamarber Malltezi (husband of Prime Minister’s Berisha daughter). A group of three owners, with only two owners. One of them is Jamarber Malltezi, represented by Jamarber Malltezi again. The fourt group was with three people, represented with a procurement by Jamarber Malltezi again. The club was sold through this agreement, a property with 19.091 square meters  of land, 5417 meters in the object and 1195, 880 m only with the swimming pools in Lapraka. The general price of this contract and of this privatization is only 69.709.145 ALL. This is how much this club was sold. That’s how six apartment cost in the area where the apartment buildings have been built. The decision number 4 of the Council of Territory Regulation of the Albanian Republic, Sali Berisha decided to change the destination of this area, from a sportive area to a residential area. One of the owners must testify what he profited. I mean the citizen Jamarber Malltezi, in the role of the owner and of the representatives with a prosecution of four owner groups. But the one who must really give a full testimony is the Prime Minister. He must explain why he lied to you and to us.

Aldo Bumçi: If one of these 46n families is a relative of a high official, does it mean that he shouldn’t take the property. No one should take a property, if he is a relative of a high rank official? Haven’t we resolved every problem with the property? No, we haven’t. This example shows that if they had continued being in government, this property would have been changed. The change at the Council of Territory Regulation does not happen, and you know it very well. The Municipalities and the communes are the ones who make the proposition. It was Mr. Rama and his Municipality that proposed the change that started one year after.

Erjon Braçe: You have been identified as the man that defended the Prime Minister’s son, and now you are trying to protect the Prime Minister’s groom. A decision of the Technical Council, article 36.j asks the change of the destination from a sportive to a residential area. The Technical Council of the Tirana Municipality continues. The Technical Council thinks that these changes should be subject of the new Tirana regulation plan. So, no one has proposed Berisha to take that decision, and this is a shame.
