Blood feud, 5% of the crimes in 2011

Blood feud murders in 2011 reached a record for the last 11 years. 7 of
134 murders for that year were blood-feud related. Four other families
isolated themselves from the world.

Blood feud murders were zero only in 2008-2009, according to the Interior MInistry, but the opposition accuses in the Parliamentary Commissions that this is a figure that can be easily manipulated. The majority MPs do not consider this phenomenon as a real danger for the society.

The but three victims that died only in June 2012, shows that the danger is there, although with one figure numbers. These murders are not even based on the “Kanun”, they seem more like a crime gone out of control, by challenging the rule of law and traditions.

One priest and two brothers of a policeman were killed for blood feud, together with the 17-year-old girl from Dukagjin. Earlier, a old child became the victim, while he was going to school by not respecting the isolation rule, as the rest of his family.

The Interior Ministry Statistics do not record the victims that have been isolated, ore even with murders such as that of the police agent, or the other case in Rubik. Both of them died because their brothers were suspected for murder.

Beyond the statistics, the blood feud crime and the isolation is a serious threat and brutal violation of the human rights.

A study made three years ago by the Free Thought Forum and the US Embassy in Tirana showed that 84 families had been isolating themselves in Shkoder, 400 persons in total, with 94 children.

The criminal code punishes those who threaten the families to isolate themselves with 3 years to prison and 1 million ALL fine, but so far, no one has been punished based on this article, and no official investigation has opened, although the number of isolated families is officially documented.

The murder of Maria, the 17-year-old girl from Dukagjin, caused no reaction from the state structures, but the civil society decided to speak up for the loss of an innocent life.

Wednesday at 19:30, the Civil Alternative and other civil society organizations will hold a homage meeting in front of the Pyramid in honor of the young girl and for protesting against the state’s silence.
