Blocking the Parliamentary reform

While the political debate of the day is focused on immunity, another
reform from the list of 12 recommendations that the EU has left to
Albania to fulfill before October 12th is the Parliamentary Reform.

For more than four months, the amends of the Parliamentary Regulations have been blocked. Both parties say that they are clear about the responsible of the blocking.

“The lack of political will by the Parliamentary majority”, declared the Socialist MP, Ditmir Bushati.

“The opposition is blocking the case with their games”, declared Jemin Gjana, Democratic Party MP.

The parties actually do not agree for only two of the 40 points in the amends, which have been approved with consensus by the working group. The equality of the time entitled to the speech in Parliament between the Prime Minister and the opposition leader, and the way how the Supreme and Constitutional Court members are voted. The Democrats say that these amend demand a Constitutional amend, while the Socialists object it.

“Both these are matters that could be regulated with the Parliamentary Regulation do not demand Constitutional amends, but the good understanding for conceiving the Albanian Parliament as a collective reform, a mutual reform and not one that is controlled by the government”, Bushati declared.

“Everyone must read the Constitution. It specifically says, the Constitution approved by the minority of today, when they were in power. It says that the Prime Minister has the right to speak whenever they want and how many times he wants in the Parliamentary sessions. They are still working with double standards for the appointment of the Supreme and Constitutional Court members. They have brought their propositions and their problem is if they will be voted with simple majority. Never in their propositions they are asking if these will be secret or open voting”, Gjana declared.

These strong divisions do not allow the passing of the electoral reform. In this point there is still less time before the report is published, but DP and SP have turned into a tradition the achievement of compromises in the last minute, hence they say that there is still a chance.

“If there is political will, the matter on paper, not its implementation, can be achieved within 24 hours. The working group was assisted by experts contracted by the British government. The rules of the European Parliament as regards the way how it is voted and how the independent institutions are designed are very clear and supportive for our proposition”, Bushati declared.

“If the opposition will feel ready to stop its double game and start voting for what we agreed, it is possible”, Gjana declared.

MP Gjana added that teh SP has increased its Parliamentary blockage by wanting to vote the Parliamentary regulation with 84 votes, while no other democratic country has this law. Socialist MP, Ditmir Bushati, declare dthat the majority must show that they have abandoned their impositions towards the minority with the violence of votes, which is an important aspect for Brussels”, he added.

The parties are far from signing an agreement and even more far the implementation, what makes one of the most necessary reforms for integration to remain unfulfilled, a reform that is directly related with the Parliament, and institution that the EU considers as the place where the Democracy and Dialogue must come from.
