explained for Top Channel why the opposition representatives at the
Central Electoral Commission proposed that the Parliamentary seats
should be distributed in districts according to the project made by the
highest election institution, with Kukes having its fourth mandate.
He said that they have not withdrawn the request, but the CEC members now have the Civil Registrar explanation for the population changes in Kukes. The increased population gave this district the right to have a fourth seat in Parliament.
“It is clear that the population placement is manipulated. Some Tirana citizens, mainly Interior Ministry employees, have been obliged to change their residence from Tirana and register it in Topojan and Shishtavec. This is an illogical but legal way to manipulate. These people are formally registered and have a certification from the Topojan and Shishtavec communes. Morally, this is a very condemnable move. We need a deeper investigation here, by not from the CEC”, Biba declared.
The second person in charge at CEC says that the Parliament’s commitment in this matter is against the Constitution and laws. The act was sent to the Parliament by the Central Election Commission secretary, while the law demands that it should be filed by the Chairwoman with the signature of the vice chairman, Denar Bibe. According to him, this shows the dangerous consequences that are expected if there will not be a new division of the Parliamentary seats per districts.
“Whoever wins the elections, whatever other party can file a suit at the Constitutional Court and there chances are high that they will succeed to declare the elections invalid. We cannot damage the vote equality”, Biba declared.
Based on the Census, since the population has increased in Durres and Tirana, there will be two more parliamentary seats for these two cities. Korce and Berat will have minus one each, due to the reduced population.
The Commission of Laws approved the act that allows the Parliament to leave in effect the distribution of 2009.
