Berisha: President attempting to violate Constitution

The Albanian Prime Minister, Sali Berisha, declared in a press
conference that there is no stalemate between the Parliament and the
High Council of Justice, while underlining that there is a new effort
from the President for violating the Constitution.

By attacking President Topi, Berisha emphasized that the head of the Albanian state violated the decisions of the Constitutional Court, while he is responsible for the appointments of the Supreme Court members.

As for the recent developments at the High Council of Justice, Berisha supported the stance given by his Minister, Eduard Halimi, regarding the election of the vice Chairman of the High Council of Justice.

“He (the President) wants to violate the Constitution and the Constitutional Court decision, closing his mandate with such an act”, Berisha declared.


“Topi turned the Presidency into the headquarter of his mini-party”

“Although Topi has turned the presidency into the headquarters of a mini-party, we will tolerate and will take no legal steps against him”, Berisha declared, emphasizing that the majority will not hamper the President’s work until his last day of the mandate.

As regards the election of the High Council of Justice, Berisha declared that this is a competency of the Head of the State, but the way how the President will elect him is a clear Constitutional violation.

Asked about the name of the next president, the Prime Minister underlined that the Democratic Party has many candidacies for this important post, while he declared that there will be consultations even with the opposition.


Berisha: I initiated the Kosovo-Albania power line

Asked about the Kosovo-Albania power line and the recent accusations about this, Prime Minister Berisha declared that “the mafia has only the face of the crime, without moral, but only the trophies they rob”.

“The Transmission System Operator (TSO) and the Energy Regulation Entity explained for the Albanians that the offer for which Edi Rama pretends that is 30% more expensive than the offer for which TSO thinks that might win, the Ministry of Finances has informed the Albanians and refused to take a 10 million USD loan for the Albanians, only because of the preferences that any company shows for excluding the other”, Berisha declared.

Berisha underlined that the Prime Minister and the Albanian government are not contracting authorities, because the new laws have excluded them from this decision, but the Prime Minister and the Government are guardians of the public interest.

“I can say you that Sali Berisha is the initiator of this power line. I asked funds from the German Development Bank, but the laws are laws and we respect them”, Berisha declared.


PM condemns violence in Macedonia

Berisha spoke about the recent ethnic tensions in Macedonia and condemned the recent acts.

“The Macedonian authorities have made efforts for implementing the rule of law. We have contacted with the authorities and political forces. The murder of the young men is a very ugly action, but also ugly and unacceptable are the collective accusations. The authors of the crime must be found and brought to justice, there is no other stance about this. Naturally, it is against the interest of the majority of people, and these incidents create ethnic conflicts. Peace and stability in Macedonia is a vital interest for the Albanians. The current borders are the best interest for the Albanians”, Berisha underlined.

Berisha also valued the fact that Belgrade gave up from the local elections in northern Mitrovica.


Presidency reacts against Berisha’s accusations

The President reacted through his political adviser, Afrmi Krasniqi, giving a political character to the debate with the Prime Minsiter.

Krasniqi explained that the President has exerted his right to propose one of the HCJ members for the vacant position of the vice chairman, according to article 147.3 of the Albanian Constitution.

Krasniqi explained that the Constitutional Court decision, issued in 2006, has left in power the article for the HCJ functionality, and it clearly states that vice Chairman of the HCJ could be one of the HCJ judges, with the conditions to resign from the duty as judge.

By rejecting the accusation that the President has violated the Constitution, the political adviser of the President declared that teh Constitution was violated by the Prime Minister, who kept the Democratic Party meetings in this building, when he was President.

The Albanian President, Bamir Topi, is attending an official visit in Macedonia.
