“This will be a campaign on diet. The Prime Minister will issue an order that explicitly prohibits any central or local administration financial source to be used on the electoral campaign. No official title will participate on these elections, except police security and National Guard. The Prime Minister and any other official will campaign on their own expenses”, Berisha said during the government meeting.

“This electoral campaign in which ‘the citizen comes first’ will be on diet, because this is on the citizens’ interest” he declared.

“This decision is preceded by another one, of an extraordinary importance, which limits the campaigning vehicle usage from 3000 vehicles to 34. Dear Ministers, your participation on this campaign will be paid by the funds assigned for your party”, Berisha said.

The Prime Minister emphasized these elections’ legal framework is much improved.

“We have improved the political parties financing law and this is very important. This order is being issued as a breaking point from a practice of the past. “State Police is ordered to freeze any official vehicle used on the campaign. Supreme Audit Agency and all inspection institution are invited to strictly supervise all funds, so that central and local administration funds will not be abused with. The parliament has assigned the funds for each party, and the private donations level is limited by law”, he declares.

The Prime Minister said that during this month, state administration will work at full capacity and legal working hours will be respected.

“The civil employees must respect their status. Other administration employees must respect the legal working hours. The government will continue to function with regular meetings, slightly shifted from the current timetable. The evening will be a more appropriate meeting time, so that we can continue our working order. The agencies should work with the greatest intensity. We cannot interrupt our reforms for one month, because it is very costly to the nation”, Berisha declared.
