
The Albanian Prime Minister, Sali Berisha, rejected the opposition’s leader invitation to a public debate.
“The Prime Minister did not make this rejection with his own face and voice”, as Rama declared, but left it to the Spokesperson to remind that Berisha invited him to a public debate in 2009, and that he is ready to invite him again for the elections of 2013.
Berisha believes that this is no time for debate and that it would be inappropriate for the Democratic Party to affect the next Congress of Mr. Rama’s party, which will be held this November. The latter was said by Berisha’s own face and voice, during the Democratic Parliamentary Group meeting. In this meeting he declared that he is ready to cooperate with only three of Rama’s 10 requests: the electoral reform, for which the Prime Minister proposed the establishment of the Parliamentary Commission; the Ombudsman and the Parliamentary Regulation amend, but only by adopting it to the regulation of the European Parliament.
“Let us check the Regulation of the European Parliament, and if the regulation of our Parliament has any clause that is not consistent with that regulation, I’m willing to change it. Nothing can impose us to turn back on our steps. We are not impeccable, hence we accept to compare the standards”, Berisha declared.
Berisha rejected all other points, in which Rama demands consensus for electing the heads of the other institutions and that are not elected through qualified majority in Parliament, arguing that these are farces for continuing the blocking policy.
Other problems of sharing power on tables are out of my democratic culture. The Constitution and the constitutionality is the biggest innovation of modern democracy. Every effort for diverting it is an essential deviation of democracy. There is not bigger agreement for a civilized nation than the Constitution. There is no bigger and more important agreement than the constitution. If you propose to go out of the Constitution, your only purpose is to justify your blocking policy, and as you can see, I hope that his propositions are not a farce. We say him that we don’t have the votes for the Ombudsman, but he wants the Bank Governor too and the High Council of Justice. No, dear gentleman! You can never become a majority, as long that you’re a minority. The Albanians are the ones who make you a majority, not Sali Berisha”, Berisha declared.
