Bello: HPP privatization must stop

The former Deputy Minister of Energy, Pajtim Bello, asked the government
to stop as soon as possible the sale of the Bistrica, Ulez and Shkopet
hydropower plants, saying that it would bring great losses to the
Albanian citizens.

“By reducing the public fund for the electric power sources with 80 MW, the state will pay 25 million EUR annually, starting from the next year, to subvention this energy that is being given to the private sector”, Bello declared.

The government has built a market model that is based on subvention to encourage investments in energy. The Albanian Power Corporation buys energy from privates with 9 ALL and sells it to CEZ for 2 ALL.

“Besides this there is the encashment problem. These HPPs give annual 10 million EUR revenue, which is lost. And the sum goes to 35 million EUR, plus the given away loans. It goes 60 million in the first year. For three years, the 100 million will be exhausted and we will start paying more”, Bello declared.

The former Deputy Minister says that the energy privatizations have three economic reasons, such as the investment increase, the increasing production power and the breaking of monopolies, and on this case, according to him, nothing has been fulfilled.

“No money will be invested in this privatization. No KWH will be added and no monopoly will be broken”, Bello declared.

For the former Deputy Minister of Energy, who has led several privatizations, this transaction has only one result. The highest offer for the sale of the Bistrica, Ulez and Shkopet HPPs was 109.5 million EUR.
