When the students rose against the communist regime on 8 December 1990,
Shkoder had been having anti-communist protests for 11 months.

A silent protest of the Shkoder citizens, the most persecuted of the regime, for destroying the Stalin bust. A protest that was followed with big news, not in Albania, but around the world, on the most prestigious news agencies, such as Reuters, BBC, Voice of America and RAI.

22 years after this event that followed with the arrest and torture of the organizers and participators of this protest, the Shkoder citizens and the Parliament Speaker, Jozefina Topalli honored its organizers by underlining the necessity for bringing to light the truth of the Albanian history.

“We must write history and tell the truth as it is. The first anti-communist movement in Albania is that of January 11th, that was finalized on January 14, with those who dared to hit Stalin’s bust”, Topalli declared.

Before participating in this ceremony for the anti-communist resistance of Shkoder, Mrs. Topalli visited Puke, where together with the Democratic Party members they celebrated the 21st anniversary of the Democratic Party foundation.

By giving to the Puke citizens the gratitude of Prime Minister, the Democratic Party vice leader, Jozefina Topalli, gave all Merits to Sali Berisha, for what she considered the radical change of the country for the economic recovery and the well being of the Albanians.
