American Chamber of Commerce complains to Berisha

The American Chamber of Commerce asked Prime Minister Sali Berisha to
review some requests for improving the business climate in the country.

By underlining the lack of dialogue, the President of the American Chamber of Commerce noted that Prime Minister Berisha was the only one who answered to the invitation to communicate, after some failed requests to discuss them with certain levels of the administration.

“A harsh campaign of the tax office was noted there where tax inspectors change the law interpretation and implementation, including large fines for an activity that has been inspected even before. The US Chamber of Commerce has some examples of the non-professional behaviour of the tax inspectors, the mandate of who seems to serve only to the purpose of placing fines, even when businesses have paid every tax according to the la. This situation is far from the promise to create a stable business climate”, declared David Anderson, President of US Chamber of Commerce.

The Prime Minister admitted the critics as real, and underlined the measures taken to remove bureaucratic obstacles for the business. The government leader promised more attention in the business concerns, especially in the intensification of dialogue and a review of the VAT refund mechanism.

As regards the behaviour of the tax officers, Berisha admitted that there are injustices, but the government will keep simplifying procedures to avoid corruption, while he noted that the best way to resolve disagreements is the court.

“I cannot say that there will be a full protection from arbitrarity of tax authorities, but it is impossible, despite the great desire. There is a system to review complaints and we are seeing to improve it. It can’t be handled differently rather than consolidating and reforming the judicial power and other institutions”, Berisha declared.

The Prime Minister guaranteed the representatives that the government will keep every promise to improve business climate, since economic freedom and business reinforcement is the only way that protects Albania from the world crisis.
