Albanian Assembly convenes to approve the main changes in the Electoral Code

The Albanian Parliament is holding a plenary session today, where the new Electoral Code is being discussed. The full agenda has been published on the official website of the Assembly, announcing that there are 18 issues to be debated and expected to be approved.

The new Electoral Code that will be discussed and approved today in parliament contains 31 amendments, 8 of the most important of which are as follows:

1 Thorough reformation of the CEC, creating the State Election Commissioner, the Regulatory Commission and the Complaints and Sanctions Commission. All these structures will constitute the CEC, while the current entity is dissolved.
2 The Regulatory Commission replaces the current CEC and approves the acts for conducting the elections. It consists of 5 members with a 5-year term. Members are elected by the Assembly.
3 The State Election Commissioner is elected by the Assembly for a 7-year term and directs the CEC administration.
4 The Electoral Judicial College consists of 8 Appellate Judges, provided they have passed the Vetting process. They are elected by sortition by the HJC.
5 The use of technology in elections is left to the will of the CEC, which has the power to explore, experiment and decide on the use of technologies in elections.
6 Parties and candidates are prohibited from covering campaign expenses or carrying out activities through third parties.
7 The coverage of the election campaign in the audiovisual media is done only in the regular and special editions of the political debate.
8 Audiovisual media may use film material served by electoral subjects, in case it does not have its own film material, provided that it accompanies the news with the note “film material served by the subject…”
