“ACR created by former Minister’s friends”

The Socialist MP Sajmir Tahiri declared that ACR is a company created by the people of the former Minster of Economy, Genc Ruli, and local leaders in Bulqize, which are Democratic Party officials.

The Minister of Economy declared that behind the strikes in Bulqize are hidden the interests of the syndication leaders, who make business by exploiting the workers.

Minister Naco: An important reason why the mining activity was suspended in Area D was the fact that in 2010, ACR had signed subcontracts with other subjects who operate in this area, without the Ministry’s consent, which fully violates the concessionary agreement. The company has not realized the investment program as the agreement provides for the works in the deep areas, more specifically at the levels 16 and 20. The Ministry, by assessing with responsibility and objectivity the report of the Assessing Team, a team built with the best specialist of the ministry and from the AKPN of the Albanian Geological Service, undertook this measures: the immediate suspension of the mining license at area D and declaring as invalid all sub-contractual agreements that ACR had signed with the local subjects since 2010; ordering the activity in this area to be made only by the concessionary ACR Company, in full accordance with the law of the mines in the Republic of Albania. As for the failure to realize the investments as the concessionary agreement provides, we set financial penalties. The mineworkers strike was closely followed on behalf of their legal requests. After following the dynamics of this strike with great attention, I created the full conviction that the strike leaders are speculating with the miners’ legal interests and are making everything they can for obliging ACR to leave, with the only purpose to turn themselves from syndication leaders to businessmen, supported by the funds of some local business groups, who are withholding the solution of this situation with the hope to oblige this company to fail and leave Albania.

MP Tahiri: The concession history in that mine has turned into a corruptive and illegal relation. The concessionary agreement was initially signed between the Albanian state and DARFO, but afterwards, DARFO disappeared without announcing failure and by taking with them the millions they had encased on that moment. After the name was changed, another company entered the scene: the ACR Company. In 2007, when it won the right to exploit Bulqize, it had been surviving in the market for 7 years. This company was founded in 2009 by Kristo Rodi and Eduard Belegu. Rodi; a classmate and close friend of then Minister of Energy, Genc Ruli. When ACR replaced DARFO, Ruli was the incumbent Minister of Energy. Ruli passed the managing rights from DARFO to ACR, to his friend. What we understand is that you, as Minister, are leaving in act an agreement that is completely illegal and not passed by the Parliament at all. How is it possible that you don’t ask the company to repay the financial obligations? This raises suspicions on you, Mr. Naco.
