Abuses with hydropower concessions

The Supreme State Audit declared that the concession abuses in energy
have a 18 million USD cost for the state budget and national economy.

In an inspection report, the first made for the hydropower concessions, the Supreme State Audit declares that more than 65% of 126 concessions have serious legal infringements.

SAA says that the infringements are various, starting from the construction deadlines and to the failure to pay the obligatory fees.

Only the latter, according to the SAA, has caused the state 11 million USD damage.

SAA also notes that in some cases, the concessionary companies start working without receiving the permits, which is an obligatory request.

The report mentions the construction delays or the postponement of deadlines for the hydropower construction.

The SAA report says that many deadlines are made only with the signature of the Ministry, without additional agreements, as the law requires.

After identifying these infringements, the SAA recommended 23 organisative measures, among which the full recovery of the revenues that are missing in the budget and some law amends.  

The SAA has also filed a criminal suit against five high rank officials at the Ministry of Economy and the agencies that depend from it, and has filed a request for firing  six other employees.
