After 3 years of investigations for the Tirana incinerator and after the seizure of the concessionaire company, the Special Court issued 15 security measures for officials and former officials of the Municipality of Tirana, the Ministry of Environment and the concession granting commission.
Yesterday evening 4 people were arrested, among them the General Director of Public Works in Tirana Municipality, Taulant Tusha.
Initially, it was proven that the company Integrated Energy B.V. SPV” sh.p.k., with an investment of 128 million Euros, has de facto owners Klodian Zoto and Mirel Mërtiri who have used other persons and companies to hide their tracks. Zoto, in cooperation with Mërtir, have benefited thanks to forged tax invoices, the monetary value of 409 million ALL and a large part of this money has been withdrawn into cash and transferred abroad in different ways.
According to SPAK prosecution office, the proposing company was aware of the competitive circumstances and was equipped with the necessary documentation before the concession awarding procedure was announced.
Former Minister of the Environment, Lefter Koka, has approved the continuation of the concession granting procedure, without accompanying documentation of the drafting of the Standard Concession Documents, while the latter has not held meetings or minutes for their drafting.
By means of fictitious data, the company has increased the waste deposits fee from Local Government Units, 29 Euro/ton, thus negatively affecting the state budget.
According to the SPAK prosecution, General Secretary Alqi Blako indirectly benefited 120,000 Euros from Klodian Zoto through the sale of his father’s brewery machinery.
Also, Alqi Blako, General Secretary of the Ministry of Environment, has asked Zoto for the fictitious employment of Vladimir Bezhani, during the time that the latter was the External Advisor of the Minister of Environment, thus benefiting from about 7 million Lek from his wages.
