20 million EUR tender for TVSH digitalization

At about one month before the elections, the Ministry of Innovation
opened a 20 million EUR tender for the digitalization of the Albanian
public television (TVSH), which has been strongly contested by the
opposition. The Socialist Party even filed a lawsuit for severe
violation in the procurement options.

The Ministry announced the four companies that will participate in the tender: the Swedish Ericsson; the Japanese “Nec”, the Chinese “Huawei” and the German “Rohde and Schwarz”.

The Ministry of Innovation says that the appearance of internationally renowned companies shows their trust in the Albanian authorities and their seriousness.

But the opposition accused the Minister of Innovation of having decided the winner before the tender is even held, by overlooking all regulatory authorities and by interfering in the independence of these institutions.

The opposition argued that the Ministry cannot realize a tender that belongs to the Albanian public television, and also by violating the equality criteria. For this reason they sent the case at the Albanian Prosecution.

“We have sued Minister Genc Pollo of power abuse and of violating the tender equality”, dalipi declared.

“This is a unique case when one single company will take all the funds: for the financing, implementation, training and expansion. The tender has been announced and it will be held on May 13th,  and the agreement will be signed two weeks later. They are rushing everything because they know that neither Berisha or Pollo will be in government after the June 23rd elections”, Balla declared.

The Ministry of Innovation claims that this tender will end within June 2015.
