100th year of independence super-amnesty

The government approved the amnesty for all prisoners that pose no
danger for the society. The amnesty was given for the 100th anniversary
of independence.

“The goal of this law is to give amnesty for all people imprisoned for penal acts of low threat for the society. The draft-law provides that all prisoners who do not fulfil the criteria will receive a 14th sentence reduction, except of those who were sentenced for penal acts of high threat for the society”, Berisha declared.

The Prime Minister read the category of prisoners that are excluded from the amnesty:

Intentional crimes against life
Intentional crimes against health
Sexual crimes
Crimes against children
Crimes against marriage and family
Crime against property and economy, against the independence and constitutional order
Crimes that damage the relations with other countries
Organization and participation in criminal groups

The Prime Minister guaranteed that the implementation of these criteria will exclude every prisoner that poses a high threat for the society.

Those who are also under trial will benefit from this law.

“The draft law for the amnesty provides that all undergoing prosecutions for crimes reported after 31 August 2012 for which the Penal Code foresees 2 years of prison in maximum will be suspended”, Berisha declared.

The government also approved the decision for authorizing the Albanian Power Corporation to receive a 40 million EUR loan for importing energy and complete the obligations left unfulfilled by KESH. The Council of Ministers also removed the VAT for cement, steel and other materials used for the construction of hydropower plants.
