The detailed “Doing Business” report of the World Bank analyzes the cost
of opening a business in Albania. Although the registration procedure
is only 100 ALL, businesses will also have to register at the
Municipality, where the cost is much higher. This makes opening a
business in Albania cost as much as 10.4% of the average per capita
income.

The World Bank says this is the second highest cost in the region, after Bosnia, where it is 14.8%. In other countries the indicator varies from 0.1% to 7.3% of the average income.

Besides the registration cost, there other cost, such as connecting your business to the electric network, the cost of which is 491.4% of the per capita revenues. This is the highest level in the region, followed by Montenegro with 464.8%, while in Greece it is 70%.

Businesses often own properties they need to register. Albanian enterprises pay the highest cost in the region even for this. The registration of a property in Albania costs 10.2% of its total value, while in other countries this indicator fluctuates from 3.1% to 5.2%.

Albania has undertaken a lot of measures in the past decade to reduce the business cost, but the figures of the Bank of Albania show that business owners in Albania still have to pay more in the bureaucratic and procedural part.
