Top Story: “Private or public universities?”

The debate for the accrediting of universities has attracted more
attention, especially after a report issued by a British agency.

The report of this agency notes that the Public University has lost the monopoly of quality.

To discuss on this topic, on Top Channel’s Top Story were Luciano Boci, the Member of the Education Commission, Luciano Boci; Director of Curricula at the Tirana University, Clirim Duro; private education entrepreneur, Henri Cili, and professor Agron Gjekmarkaj.

The Director of Cirricula at the Tirana University said that this institution has received a draft-report from a British accrediting company, and this report has been opposed in several points.

“We received 19 remarks, which we have opposed at the groups of experts”, Duro said, adding that the Tirana University fulfills all standards. He argued that the institution lacks of a strategy with the enforcing of the new law about higher education, a remark that was also made at the accrediting report.

“We have the old development strategy, but the new law imposes a new one. We have the old one and we are currently drafting the new one”, he declared.

The Democratic Party MP, Luciano Boci, was suspicious about the evaluation accuracy of some public universities, and for this he blamed the higher education reform and especially conflicts for the member of the University Administration Board.

Professor Agron Gjekmarjak said that the British report confirmed a series of serious problems of the Tirana University, but it is still the best in the country. Gjekmarkaj suspects that this hit against this university is more related to the higher education reform, which the university has opposed.

Henri Cili added that the British report is definite, and it sheds light on the need that Albania has for a free education market. He said that the state university needs to be reformed. “We need a market-based competition. Albania did it for televisions, banks. That’s how you move forward”, Cili said, adding that his universities were ready for it.

“Private universities are monitored, legal, have excellent capacities and we must end this hipocrit system. We need to be equal on the market”, he added.
