Property legalization law amends expected to resolve decade-long issues

The government will change the law to make way for legalizing 160.000
informal objects which have problems and cannot be legalized with the
current law.

Artan Lame said that the entire property registration sector will undergo a deep reform, which will plan closing the entire legalization process and find legal solutions for objects that cannot be legalized with the current law.

“For this reason, we are preparing a block of reforms that will improve the service and bring an end to complex problematics”, Lame said.

Albania has 323.000 informal objects, but only half of them can be legalized with the current law. Lame says that legalization for 88% of them is complete.

“We found the institution in 2013 with just 21.000 legalizations, after eight years of the right-wing government. Today we have reached 144.154 legalizations, from 320.000 objects that there were in total in the system. We have completed the verification on terrain for 306.000 of them”, Lame said.

He added that recently they have been working with another difficult situation, that of apartment buildings whose owners have abandoned the legalization process, due to the complex situations.

Lame said that all state agencies in the property sector will undergo a deep reconstruction not only to accelerate the legalization process, but also to increase property security.
