After the legitimate enthusiasm brought by the consensual passing of the
constitutional amends, the Ministry of Financesn is calculating the
budget bill for the historic justice reform.

Official sources said for Top Channel that the first expect calculations conclude that the implementation of the justice reform might bring a cost up to 4 billion USD a year.

This is money that will go for establishing new institutions and for significantly raising salaries. However, the Ministry says this calculation is still not accurate and the final one might be lower.

The judiciary system currently operates independently from the state budget, similar to universities. Courts make revenues from court fees and upon that they receive an annual fee from the state budget.

Data from the Ministry of Finances show that the budget currently funds 500 million ALL a year for salaries and other spending of courts. With the new reform, this figure will be several times higher.

The Minister of Finances says the government hopes to receive a 30 million EUR grant from the EU to face part of the bill at least for the first year. Brussels has conditioned some of the principles in the vetting law with these funds.

Another variant that is being discussed is the raise of some fees that citizens pay for judicial services.
