From today the Constitutional changes for the Justice Reform are effective, 15 days after they were published in the Official Journal. The first body that is to be chosen until next Tuesday is the Board of Nominations on Justice, but President Bujar Nishani found there is an issue that prevents him to apply the Constitution.
Because there is no law that defines the criteria of the qualifying candidates the President has met some experts consulting them for a way to pass this issue.
But whatever the decision is, the needed law is not ready yet. From the 7 laws of the emergency package only that on Vetting has been made ready and sent for discussions. This means we’ll have to wait at least two more months before the constitutional changes will be applicable.
